"Turniki Stels" and Moyo Delo magazine, 2015
On 28.01.2015 Kamal Salbiev gave an interview to the Moyo Delo programme as the founder of the "Turniki Stels" online pull-up bar shop and cited turnover of 30 million roubles a year. The host introduced him as "Kamal Ulman"; Kamal corrected him: "my surname is simply Salbiev. Ulman is my mother's surname".
On 17.08.2015 the same magazine published "On Kamal Salbiev's failure to meet obligations": a customer from Vorkuta transferred 121,000 roubles for a "franchise" and, she says, received neither the bars nor her money back. Asked by the host, Kamal replied: "I will resolve this within a few days"; two weeks later, according to the editors, it was still unresolved.

Writ 5005411-10.2026.4.04.7200: Kamal v. the police immigration office
Kamal filed a writ against the Federal Police immigration office in Florianópolis. On 16.07.2026 the court allowed him to accompany the people he represents at biometrics only with a notarised power of attorney and without interfering in the procedure. A power of attorney signed via an online e-signature service was not accepted.

Why they have no citizenship, and questions about their residence
The official reason. According to Diário Oficial (01.07 and 22.07.2026), Kamal and Eva did not show up at the Federal Police to have their original documents checked and give biometrics.
What citizenship requires. The Migration Law (Lei 13.445/2017, art. 65) requires that the applicant has no criminal conviction. The application includes a criminal record certificate from the country of origin; the police check the original.
What there is in Russia. The Russian Interior Ministry certificate states "whether there is a criminal record and (or) criminal prosecution". Kamal (as Salbiev) has case 20 under art. 322.2 of the Russian Criminal Code, decision final on 21.10.2022. Both are defendants in case 461 under the same article, suspended with the note "the accused has absconded and his whereabouts are unknown". A query to the Interior Ministry wanted database about Kamal returned "wanted under an article of the Criminal Code" with his date of birth (17.07.1990). You can check it yourself: мвд.рф/wanted.
Our conclusion. In our assessment they cannot obtain a certificate without a record of criminal prosecution, and without it Brazil will not grant them citizenship.
Questions about their residence. To apply for citizenship one must hold a Brazilian residence permit, so they have one. For residence the police also ask for a criminal record certificate, and the Moscow cases were already under way. Which certificate they filed with the Federal Police, and how they got residence with open cases in Russia, public sources do not show. We found no court decision in public databases ordering the police to grant them documents. Only the Federal Police can answer these questions.

What the advertising says
A brazil_pasport post titled "As of 1 June 2025" lists hundreds of clients: temporary residence, permanent residence, citizenship, childbirth, driving licences, bank cards - under the heading "LAWYER SERVICES (excluding childbirth)".
In Brazil only a member of the Brazilian Bar Association may describe their services as legal services provided by a lawyer. Check in the national register of lawyers.
The "deportations" of pregnant women rumour, July-August 2026
According to the outlet Vot Tak, on 29.07.2026 Kamal Salbitti posted on Instagram about "deportations" of pregnant Russian women from Brazil; the next day the Baza channel spread the story. The Federal Police told the outlet that entry rules had not changed and that pregnancy is not a ground for refusal. Vot Tak names the Brazil Pasport project as the likely source of the rumour.
A Russian immigrant in Brazil told the outlet that Salbitti's company has long been known in local chats and is accused of abusing the trust of government bodies and forging documents:
"This group is extremely active on Instagram; they were kicked out of all the local chats for rudeness, but until Kamal is convicted they keep messing things up for everyone".
According to him, the Russian-speaking community has long feared that Salbitti's activity would make Brazilian authorities distrust Russians: officials already ask Russians more often for certified translations of their documents.
