Kamal Salbitti (also Salbiev) and his wife Eva Bekhtold take money from Russian-speaking families for residence, citizenship and births in Brazil, under the names brazil_pasport and the Russian Diaspora in Brazil. Behind them are criminal cases in Moscow, arrests by Brazil's Federal Police, their own refused citizenship applications and clients left without their money and without documents. Why we advise against paying them
- Criminal cases in Moscow. Both are being tried for fictitious residence registration (art. 322.2 of the Russian Criminal Code). Kamal (as Salbiev) already faced such a case in 2022. In the new case Eva has 10 counts; the court suspended it, marked "the accused has absconded". Case 20 · case 461
- Kamal was caught in the act. Federal Police: "arrested in the act in July 2025… while filing a false residence declaration for the immigration case of another family of Russian citizens". Bail, an electronic tag; half the bail was forfeited for breaching the conditions. Documents
- Eva was arrested together with a client. On 09.03.2026 at the Lages police office: use of a forged address document. The police call her an "intermediary" and suspended the case of the client who came with her to check the address "because of the past intermediary" - Kamal. Documents
- They sell citizenship they did not get themselves. The brazil_pasport sample contract says "We guarantee citizenship". Kamal and Eva were both refused Brazilian citizenship: neither showed up at the police for document checks and biometrics (Official Gazette, 01.07 and 22.07.2026). Notices · Why
- "Legal services" without a legal company. brazil_pasport ads sell "legal services", yet none of their companies has a legal-services activity. Only members of the Brazilian Bar may practise law - check them in the Bar register. Details
- Clients pay the price. Clients who went to the police with Kamal were refused: the addresses they gave were short-term rentals, which the police called "not credible". Families are left without residence, with expired driving licences, sue the police and lose. Client stories
- The court saw no work by Eva. Eva sued a former client for money. The court found the documents "do not objectively show" her involvement and dismissed the claim (25.09.2026). Details
- Pressure on those who complain. Blogger Mikhail Timochko says Eva demands $15,000 from his family, keeps his $8,000 house deposit, and his birth certificate "got lost" while she held it. Kamal rents a house in Lages; from 01.02.2026 one of his clients, whose immigration case is pending at the Federal Police in Lages, lives there. Later Kamal and the client jointly sue the owner (Santa Catarina State Court, case No. 5005573-60.2026.8.24.0039, interlocutory appeal No. 5042405-15.2026.8.24.0000), represented by lawyer Raimar Abegg.

A family of three applicants comes to the Federal Police in Niterói (Rio de Janeiro state) with Kamal. On 25.11.2025 Kamal brings their documents without a power of attorney. The declared address is a short-term rental flat in Camboinhas. On 15.01.2026 the police refuse (decision No. 144295603, case No. 08458.003003/2025-03, Article 67(II) of Decree 9.199/2017).

A mother with two children comes to the Federal Police in Niterói, according to the police record "accompanied by Mr Kamal Salbitti". Both declared addresses in Niterói turned out to be short-term rentals (police check on 08.01.2026); according to the police, the family stayed in Brazil for 6 days. Refused on 12.01.2026; appeal rejected on 30.01.2026 (case No. 08458.002986/2025-52, decision No. 144477840), with the address found "untrue".

A client comes to the Federal Police in Lages with her husband and Eva Bekhtold. According to police information quoted in a court decision, the husband asked for a joint appointment "through the paperwork agent Kamal Salbitti (Eva Bekhtold's husband), including an attempt at coercion, using another writ he had filed as a 'bargaining chip'". The police suspend her case to verify the address "because of the intermediary's record".

The Federal Police in Niterói refuses residence to bloggers David Niamedzi and Evgeniia Soloveva (she is Russian, he is Belarusian, their son is Brazilian, born in April 2026 in Florianópolis). The family files a writ (No. 5011679-26.2026.4.02.5102) and in October is held for several days at Guarulhos airport (habeas corpus petition No. 5007756-18.2026.4.03.6119). On 14-16.10.2026 the courts grant partial injunctions: refusals suspended and provisional entry allowed on conditions - live at the stated address in Niterói, report to the police, hand over passports. That address is the same building in Camboinhas declared in November 2025 by a client who came to the police with Kamal. Details

Are Kamal Salbitti and Eva Bekhtold lawyers?
In Brazil only a member of the Brazilian Bar Association can practise as a lawyer; you can check in the national register of lawyers. None of their companies has a registered legal-services activity, while the brazil_pasport account advertises "lawyer services". Details
